Westminster Proposed bylaw will criminalise rough sleepers and soup runs

On 24th February 2011, Westminster Council started a public consultation on a byelaw that will make it an offence to both sleep rough and to distribute free food to homeless people in a large area of central London around Victoria. The consultation closes on 25th March. Westminster council argues that rough sleeping has no place in the 21st century and that existing services are adequate; they also say that soup runs encourage rough sleepers to stay on the street.
